APS Upgrade Beamline White Papers for Full Preliminary Design Proposal Development

Below is the list of APS Upgrade Project beamline proposal white papers that have been selected for development into full proposals as part of the APS Upgrade Beamline Selection Process.  Note that some proposers have been asked to merge white papers and others to modify the scope of their white papers for the full proposals.
