Thanks for the information, and I did not fully appreciate that Base 3.15.0.1 was not intended as a production release. I installed base 3.14.12.3, extracted MEDM into the recommended build tree, and this time did not have the "too many open files" issue. (Note that I also realized that I had not previously set the X11 and MOTIF variables in CONFIG_SITE.cygwin-x86.cygwin-x86 correctly, so that may have been an issue as well.)
I eventually got a successful build, but now when I try to start MEDM it complains that it can't find some of the runtime (dll) libraries. I'm going to work this issue for a while, if I get hopelessly stuck I'll submit another post.

Have you already tried building MEDM using the 3.14.12.x stable branch of Base? Did you extract the MEDM source into a proper 3.14 extensions build tree? There is a brief description of how to do this and a link to the extensions/configure tar-file at
