The PCAS is provided as part of EPICS Base (under src/cas); the latest version
is the one that was shipped with the recent Base 3.14.12.3 release, which
added support for DBE_PROPERTY events (caServer::propertyEventMask()).
Once you have that installed you can use the makeBaseApp.pl script to create
an instance of the caServer template which provides a couple of example server
programs. Others here should be able to point you to some more complex
examples if you want them.
