When Josh runs "make" somehow it's not running the the same version of make
that 'where' displays, and it doesn't sound like it's running either gmake or
dmake from Strawberry Perl. I don't know whether his 'where' tool is lying to
him, that seems a distinct possibility.
For future reference, I have just successfully built Base using just the tools
(Perl, gmake, gcc, g++) that come with Strawberry Perl 5.14.2.1-32bit, with
EPICS_HOST_ARCH set to win32-x86-mingw. The result passes all of the built-in
test programs. Josh is building SynApps though, which I haven't checked.
