confusion with config dir in base

Hi

I've just had a hard time with this.
I wanted to change the way base compile.
And I kept on editing the file in base/config/CONFIG.something
but it doens't help.

Then after a long time spent trying to figure out what is going on I see
that base/config aint used.
But rather base/configure/os/
so my question is... what is the point of base/config?
does it have something todo with extensions or something else later on?
