Electronic operations logs?

For the Low Energy Demonstration Accelerator we are planning on implementing an electronic operations logbook system. 

We would be interested in adopting a solution that is already in use at an operational 
facility, especially if it:
	o allows documents and images to be pasted in
	o allows for operator commentary on events
	o allows for external tools to analyze logbook data (either by export or a well-defined API) 
	o allows for automatic calculation of down-time
	o allows for multiple logs (say, one per subsystem) and links between subsystem and master logs
	o allows for read access via WWW
	o allows for easy software/hardware crash recovery

We will be road-testing the CEBAF ELOG facility over the next few weeks.
