We are able to build beta versions of EPICS 3.13 base on NT. We are now
evaluating "perl" as a possible replacement for the many software 
packages that must be installed in order to do this {sed, awk, grep, 
...}. 

So the answer is that you can build beta versions of 3.13 base on NT
now but the installation procedure is not easy (or documented). 
Hopefully, in a few weeks these problems will be resolved.

We have not attempted to build any of the EPICS extensions on NT at 
this point in time.
