Who is currently maintaining arr aka arrtk?

I need to ask the maintainer of the tcl/tk archive retriver some 
questions since I get the following cryptic error messages when I
try to run it:

jlw@shrike $ arr
module 501 number 1 message="Process Variable Not Found"
module 501 number 3 message="Illegal Database Request Type"
module 501 number 5 message="Attempt to modify noMod field"
module 501 number 7 message="Illegal Lock Set"
module 501 number 9 message="get precision failed "
module 501 number 11 message="Only one element allowed"
module 501 number 13 message="Illegal choice"
module 501 number 15 message="Illegal field value"
module 501 number 17 message="Logic error generating lock sets"

The program then does not start. I have linked against the following:
  tk  4.0
  tcl 7.4
  blt 1.7

which caused no errors during compile and link. Is there any hope?

Carl Timmer (timmer@atdiv.lanl.gov) wrote the users guide but the 
direct e-mail for him bounces.
