Base Release 3.11

EPICS R3.11 is a very old release, most of the details of which have passed out of recent memory. It was maintained in SCCS not CVS, so we have no way of checking out a version of it from the current repository, although the SCCS history files are probably on disk somewhere. However a number of documents relating to the various minor releases still exist, and these are listed below in case anyone needs to refer to them.
